Seven answers to understand the MOVALT Plan
The government has set aside 20 million euros to boost electric vehicle sales. Although the plan was launched in December and was due to run until June 2018, funds ran out after 24 hours. Are grants still available? Read on to find out.
1 What is the MOVALT Plan?
It is a plan with a budget of 35 million euros launched by the Ministry of Energy, Tourism and the Digital Agenda through IDAE (the Institute for Energy Diversification and Saving, IDAE) to encourage people to buy low-emission vehicles powered by alternative energy sources. As well as electric vehicles, this includes fuel cell, gas and hybrid models. The plan also offers financial assistance for the installation of charging points. It was announced in the Spanish Official State Gazette (BOE) in December and was set to run until 30 June. The response, however, exceeded expectations: the funds available were allocated in just 24 hours. This shows just how much demand there already is for electric vehicles, and the need to incentivise this market.
2 Can I still get a grant for my electric vehicle?
“We are awaiting a possible new budget allocation but nothing has been confirmed yet. In addition, some of the applications already approved may also be cancelled,” the IDAE told Endesavehiculoelectrico. So it still makes sense to apply. The requirements are that you buy the vehicle yourself now and that it does not cost more than 38,720 euros. It can also be second-hand, but must be less than nine months old. Vehicles eligible for grants must fall into one of the following categories: cars, vans, lorries, buses, coaches, large trucks, quad bikes or motorcycles.
3 How much money could I receive?
This will depend on numerous factors. Vehicles with a range of between 12 and 32 km are eligible for a grant of 1,300 euros. Those with a range of 32 to 72 km will get 2,600 euros, and those with a range of over 72 km de are eligible for a discount of 5,500 euros. This comes on top of the discount of 1,000 euros that dealers are required to offer.
4 How can I sign up for the plan?
Applications must be submitted through a dealer registered with the MOVALT Plan, who will then send them through electronically.
5 What documentation is needed?
You must be up to date on your tax payments to be eligible for a grant, and will need to submit the following documents: an application form duly signed by the beneficiary and dealer, and bearing the latter’s stamp; an identification document (DNI, NIE or NIF); the invoice for the vehicle bought; and the (final or provisional) vehicle road-tax licence and vehicle logbook. If the grant is going to exceed 3,000 euros, you also need to submit a certificate showing that you are up to date with your tax and Social Security obligations.
6 When would I get paid?
The IDAE hasn’t established any specific payment periods. Especially now, as there are no more funds for the time being. What it does specify however is that grants are sent to the dealer where you buy the car, who will then apply the discount along with their own discount of 1,000 euros or more.
7 What incentive is there to install a charging point?
15 million euros have been earmarked by the IDAE to boost the expansion of the network of charging points all over the country. The grant offered ranges from up to 60% of installation costs, in the case of public bodies not involved in any commercial or corporate activity, and also for small businesses, and 40% for larger companies.
